EDIC is a multi-stakeholder council co-created with the Swahilipot Hub Foundation and incubated by GDI Africa that accelerates investment and job creation in Kenya’s Greater Coastal Area. We develop pipelines of bankable projects, improve the enabling environment and connect investors, businesses and policymakers to the partners and data they need to succeed.

Our priorities

Projects We Have Prioritized

EDIC’s first project portfolio targets catalytic, job-creating investments that unlock Mombasa’s strategic assets. The eight priorities span a world-class convention centre, a water-transport PPP to ease urban mobility, a multi-commodity common-user facility for agribusiness and logistics, off-site SEZ infrastructure, a private greenfield energy project, a private hospital, and a private desalination initiative to strengthen water security.

To balance pace and impact, the mix intentionally combines EDIC-led quick wins with more complex public-sector undertakings that EDIC will de-risk through concept notes, early feasibility, and investor sounding.

Mombasa Convention Centre (MICE catalyst)

A flagship, purpose-built convention centre to smooth tourism seasonality, attract regional conferences, and anchor higher-spend visitation. EDIC will update the existing pre-feasibility, test investor appetite and scope, and advance enabling policy—especially Open Skies—to increase international flight access that underpins year-round demand.

Water Transport PPP (urban mobility + investor-ready)

A public-private ferry/water-bus service to decongest roads and improve access across creeks and the port corridor. EDIC will convene a stakeholder workshop to review the existing business plan and support MIC with financial modelling to engage investors and structure the transaction.

Tea Value Addition SME Export Enablement Platform

Kenya’s bulk black tea sector supports hundreds of thousands of farmers, but value-added and specialty tea segments attract substantially higher prices. EDIC is supporting a coordinated platform that links processing, brand readiness, market access and trade finance.


Multi-Commodity Common-User Facility (agrilogistics)

A shared, multi-commodity handling and storage platform (e.g., grains, cold-chain, fertiliser) to cut logistics costs and improve throughput for regional trade. EDIC will develop the concept note, engage operators and off-takers, and outline delivery and revenue models to reach investor readiness.

 

Private Desalination Investment (water security)

Privately financed desalination to augment industrial and municipal supply, improving reliability for growth sectors. EDIC will prepare the concept, test off-take structures, align with regulators, and sound out investors to advance a bankable transaction.

 

Private Greenfield Energy Investment (reliable power for industry)

A utility-scale or C&I renewable/hybrid solution to stabilise power costs and improve reliability for manufacturing, logistics, and tourism assets. EDIC will scope demand, identify candidate sites, prepare the concept note and mini-model, and engage IPPs, lenders, and EPC partners.

Private Hospital Investment (specialty care + jobs)

A high-quality private hospital to expand access to specialised care and support medical tourism, generating skilled jobs. EDIC will craft the concept, assess demand and service mix, and engage an operator–investor consortium to structure a viable delivery model.

 

SEZ Off-Site Infrastructure (last-mile connectivity)

Targeted road links and utilities connecting the Mombasa SEZ to the port/SGR to unlock industrial investment and logistics efficiency. EDIC will develop the concept note, engage national government on policy fixes, and prioritise the critical port/SGR road connection (approx. $10M) to realise Mombasa’s hub advantage.

We curate the right investors and operators, host targeted conversations, refine terms and coordinate approvals to move from interest to term sheet and financial close.

This includes investor sounding with pre-qualified operators and financiers, alignment on off-take or land arrangements, and a clear handover or implementation plan with the County and partners.

What is EDIC and what do you do?

EDIC is a multi-stakeholder council incubated by GDI Africa that builds project pipelines, de-risks opportunities, aligns policy, and connects credible partners and capital to invest in the Greater Mombasa Area.

Local and international investors, businesses, policymakers, development partners, and industry associations. If you bring capital, capability, land, or market access, we want to work with you.

Port-linked logistics and manufacturing, tourism and MICE, SEZ infrastructure, health, energy, water and the blue economy. We focus on catalytic projects that create jobs and can reach bankability.

We screen for jobs potential, bankability, and fit with Mombasa’s priorities. That includes mapping assets and stakeholders, testing demand, and confirming enabling policy and incentives before moving to preparation.

EDIC is not a direct lender. We structure opportunities and help mobilize blended finance from DFIs, banks, pensions, impact investors, donors, and CSR to reach financial close.

Share a short concept note covering the problem, solution, site or asset, partners, and indicative budget. We run an initial screen, then agree next steps for preparation if it fits the pipeline.

Pipeline curation, concept notes, early market sounding, light feasibility and mini financial models, investor introductions, and navigation of incentives, permitting, and policy to shorten time to investment.

We track jobs created and placements, local value addition, and progress to financial close. Youth pathways are central, with apprenticeships and employer linkages built into priority projects.

Introductory scoping is usually at no cost; project preparation may involve cost-sharing or grant support. We use NDAs where needed and handle proprietary information confidentially.

Our focus is the Greater Mombasa Area, working with Mombasa County and partners across Kilifi and Kwale where relevant to regional value chains.
